Remembering Phylicia

A life held close in memory

Phylicia “Phe” Council (February 26, 1991 – July 28, 2024) was a devoted caregiver and a loving daughter whose compassionate spirit brightened the days of the children she served. For more than a decade, Phylicia worked at a Hillside group home supporting young people with special needs. Colleagues remembered her for the gentle patience and commitment she brought to that work each day, and the children in her care knew her as a steady, caring presence.

Born February 26, 1991, Phylicia was known by family and friends as “Phe” or “Phe-Phe.” Her father spoke of her tender heart and deep family ties, calling her his “baby girl.” Those who knew her describe a woman who found meaning in helping others, and who gave her time and attention generously to those around her.

In the weeks after her passing, friends, coworkers and community members gathered to honor her memory — from a funeral service held in Rochester to a tree planted by Hillside as a living tribute that will bloom each year around the anniversary of her life. Family members also established a memorial fundraiser, both to remember Phylicia and to support their efforts to keep her name present in the community she loved.

Phylicia’s life was defined by her work and the quiet ways she cared for others. She will be remembered for that steady compassion, the warmth she offered to children and families, and the light she shared with those closest to her. Her family and community carry forward memories of her laughter, tenderness, and dedication — a legacy of care that will not be forgotten.
