Paul Garmong Richey (August 29, 1969 – January 13, 2010) served his community with steady devotion as a trooper of the Pennsylvania State Police for more than sixteen years. Born in Franklin, Pennsylvania, Paul graduated from Franklin High School and continued his studies at Edinboro University before answering the call to public service in 1993. Colleagues and friends recall a man whose professionalism and calm presence made him a trusted figure in the communities he patrolled.
Paul’s life centered on family. He was a loving husband to his wife, Carrie, and a proud father to their children, Connor and Catherine. Those who knew him describe someone who cared deeply for his family’s well‑being and who balanced the demands of a demanding job with a steady, supportive presence at home. His connections to Franklin and the surrounding communities were strengthened by years of service and by the steady friendships he formed along the way.
Throughout his career Paul was assigned to multiple troop stations and completed his training as part of the 91st Cadet Class. He served at Troop F and later Troop E, where he was known for his commitment to duty and quiet professionalism. That respect was reflected in the outpouring of support after his passing: more than 2,000 law enforcement officers attended his memorial service, a testament to the regard in which he was held across the state.
Paul’s family survives him—his wife Carrie, their son Connor, and their daughter Catherine—as do his parents and sister. While his life was cut tragically short, the memory of his dedication to service, the steadiness he offered those around him, and the warmth he showed his family endure. He is remembered with gratitude for the years he gave to protecting and serving others, and with affection by the many people whose lives he touched.
