Remembering James
A life held close in memory
James “Jim” Lowell Capoot (November 2, 1966 – November 17, 2011) served his community with steady courage and a generous heart. Born in Little Rock, Arkansas, Jim grew up participating in cross country and track before answering a call to serve by enlisting in the United States Marine Corps at age 18. His time stationed at Mare Island brought him to Vallejo, where he met Jennifer DeCarlo, the love of his life; they married in 1987 and built a family together.
After active service, Jim continued in the reserves and pursued a career in law enforcement. He served with the California Highway Patrol and then devoted 19 years to the Vallejo Police Department. Colleagues remembered him for his professionalism, leadership and steady presence on the street. Beyond his badge, Jim invested deeply in young people: he coached the Vallejo High School varsity girls’ basketball team, guiding and encouraging student-athletes and earning the respect of players and parents.
Family was central to Jim’s life. He was a loving husband and a proud father to three daughters, and he is also remembered as a son, brother and uncle. Those who knew him recall his commitment to community, his quiet work ethic and the small acts — a conversation with a neighbor, time spent with youth, a supportive word to a teammate — that defined him.
Jim’s death on November 17, 2011, while serving the Vallejo community, left a deep void for his family, friends and colleagues. In the years since, his legacy has been honored by memorials, by colleagues who continue to cite his example, and by the many people whose lives he influenced as an officer, coach and mentor. He is remembered for the dignity with which he lived, the steady way he showed up for others, and the love he gave his family. Those who carry his memory forward do so with gratitude for a life of service and devotion.
